HRS4R - European human resources strategy for researchers
The 'HRS4R' human resources strategy for research aims to define and implement concrete actions to improve working conditions and recruitment for teaching and research staff.

On july 13,2023 the committee adopted the Council recommendation on the European framework for attracting and retaining talented researchers, innovation and entrepreneurs in Europe. It adopted a new version of the Researcher's Charter in order to respond to new challenges. Consult Charter
General objectives
1. Make the European Research Area more attractive to for researchers from all over the world.
2. Contribute to the international reputation of research establishments.
3. Encourage mobility and real career prospects for teaching and research staff.
Objectives for UPN
1. Identify the specific needs of the institution's academic staff and plan actions to meet them.
2. Within departments, encourage dialogue between faculty and staff whose work concerns research, recruitment and working conditions.
3. Enable our research structures to respond to European calls for projects.
4 working groups to prepare the action plan
Four working groups are leading the reflection to prepare an action plan that were presented to the governing bodies in September 2024. Each group focuses the four main themes of the Charter and Code.

A forum for dialogue between all staff members
The strategy is implemented in conjunction with the administrative and research staff concerned.
To this end, the working groups are made up of the heads of central services and researchers who have agreed to participate. At the same time, various consultations and information meetings are planned : a questionnaire, communication campaigns and the organisation of round tables.
The labelling process
The first labelling phase follows a three-stage process: establish a diagnosis, identify areas for improvement and define the action plan.
This first phase leads University Paris Nanterre to submit the results of its work to the European Commission in October 2024.
